Project "Joint Training Schemes in Tourism and Lifelong Learning in the Dobrich-Constanța Cross-Border Region", acronym: TRAIN_LLL, INTERREG VI-A Romania-Bulgaria 2021-2027 Programme, Priority Axis 3 "Educated Region".

The European Institute for Cultural Tourism "EUREKA-Dobrich" Association and Ovidius University of Constanța are implementing project "Joint Training Schemes in Tourism and Lifelong Learning in the Dobrich-Constanța Cross-Border Region",acronym: TRAIN_LLL, under the INTERREG VI-A Romania-Bulgaria 2021-2027 Programme, Priority Axis 3 "Educated Region".

The project's main objective is to contribute to improving equal access to inclusive, high-quality training services and lifelong learning by developing and implementing joint, innovative tourism training programs and fostering stakeholder networking within the Dobrich-Constanța cross-border region.

A labor market imbalance has persisted for years in the Dobrich-Constanța cross-border region. Tourism companies advertise job vacancies, yet a significant number remain unfilled, forcing employers to recruit staff from other countries. At the same time, there is a growing number of long-term unemployed individuals, young people neither in education nor employment (NEETs), and socially isolated minority groups, as well as a lack of lifelong learning opportunities in remote rural areas.

The project aims to address these challenges by creating innovative training tools for three tourism professions in high demand by the tourism industry: Hotel Receptionist, Hotel Housekeeper, and Waiter/Bartender. The project partners plan to produce vocational training films for these three professions, complemented by training in key competencies and language instruction (Romanian for Bulgarian participants and Bulgarian for Romanian participants). The training course will conclude with an internship—in Romania for Bulgarian participants and in Bulgaria for Romanian participants.

Six training courses will be organized under the project, involving 60 participants from the Dobrich region and 60 from Constanța County.

All training materials will be produced in digital format and made freely available on YouTube. They will be suitable for both self-study and staff training within the tourism industry, as well as for use by vocational training centers and vocational high schools specializing in tourism. The project will enable representatives from training organizations and the tourism industry to exchange experience and network, thereby facilitating the better updating and adaptation of training content to meet business needs.

Project implementation period: August 26, 2025 – February 25, 2027.

Implementation locations: Dobrich region and Constanța County.

Total project value: €378,452.33, of which €302,761.85 is funded by the ERDF.
